I absolutely love these types of games. It makes me play with a main character I truly want to play as and it makes the game have more meaning to me. I might buy a game solely for the ability to make your own character. - Admin

www.amazon.com/Graffiti-Kingdom-playstation-2/dp/B0009KFA5QThe ultimate, it takes a fair bit of leveling to get the good stuff, and you have to either be really patient or good at art, but this is one of the most robust char creation games with good gameplay that I've found ever. It's not perfect, but if you like 3d brawler/platformers and eventual practically unlimited customization this would be it. (there is also magic pengel the precursor to this game but it's a more limited rock/paper/scissors rpg style monster drawing/raising game). I have replayed graffiti kingdom at least 5 times, it takes a really good game for me to do that (granted I've only finished it once despite being short it's decently challenging in later portions)

The Phantasy Star Online/Universe series have good customization, especially after Universe, and then Phantasy Star Online 2 which may very well be the best character customization I've ever seen. PSO2 is only in Japan, though, but it's free and has an English patch, if your computer is good for that. I only hope the Switch release gives the game a chance in the West.
Dragon's Dogma: Dark Arisen is a very good action/adventure RPG that lets you create your character and support character, with a variety of classes, and you can hire randomized party members, or connect online to find player-made party members and hire them for your game.
The Monster Hunter series lets you create your own character, although it's mostly basic face and hair options. Toukiden 2 is a similar game, but in a feudal Japan setting, with better character customization. God Eater is another hunting game with customization, but it's super anime, and has a stronger focus on aesthetics (dozens and dozens of clothes, no armor). Coolest part about it is that though your character doesn't speak in cutscenes, you can choose from 20 voices that have tons of lines that make them feel like actual characters talking during gameplay.
Freedom Wars is another anime style hunting game, but it's much more modern/sci-fi, and the customization is a bit limited. And lastly, Ragnarok Odyssey ACE, this game is a bit lacking in overall content, but the game has a wonderful art style and a massive memorable soundtrack (you can choose or play random songs in quests). Slightly basic in customization, but lots of hairstyles, some voice options, and tons of outfits.
Demon's Souls, Dark Souls 1-3, and Bloodborne. They all have fairly in-depth face editing, though it's hard to make them look good, and there's not many hairstyles. But it's nice the games let you create your own character. I'm on the lookout for Code Vein, which is going to play like those games, but it's very anime with a great focus on the character customization.
Graffiti Kingdom is a great game, as mentioned. Theoretically, you can create essentially any character ever to play as (I've seen some straight up mecha models). But be wary that it's going to take some devotion into 3D modeling and animation to create even a basic humanoid (the game simplifies this process greatly, of course, but most of the work still falls on you, and making sure the pieces move according to the animations).

Dragon Age Inquisition. So you create your character, then you can play as the other members of the team to give combat versatility. As I am 5ft 3 I selected a dwarf.
