Yup. Wing Soldier.
He's, uh...fast. I'll give him that. All wing borgs are good but he's probably one of the worst borgs with the "fly" ability (after wing/phoenix dragon) since he's pricier than a lot of the others without anything to really show for it. 7/10 though because good luck hitting him.

I guess as you say, wing borgs are inherently good, but honestly I think he's a Pizzasheet : ) Also, I really don't like how this borg looks. I know that's a silly point to make but it really affects my decision on what's on my team when I play.
I'll give him a 5 on the premise that you and your opponent aren't playing the lame game. But if you play good borgs like all the robos you'll probably manage to hit him without too much trouble? I'm not sure though 'cause I've never played the game with anyone that just hides on the ceiling.

I very much agree with it being a good tool, but I think a lot of borgs are able to catch them when they use that move. Like Planet and Star Hero can catch that, and G-red can yaknow? Makes getting to the height you want without getting zapped easy.

Nope, wingdashing refers to the mechanic where (most) borgs with the fly command can shoot during the fly animation to extend it and cause them to strafe across the ground at incredible speeds while shooting. It's the reason why we think Death Borg Sigma II is so good as a community as he's the cheapest, most effective user of it due to being able to pelt the map with beams and fight off any borg that doesn't have a buster laser or an ultimate cannon-esque beam with ease for a mere 180 GFE. The borg is so cost efficient and good that someone in our community named Manocheese was able to beat the entirety of the highest difficulty of challenge mode with just this one borg.

I knew that was a thing but I didn't realise it was that effective o.O Beating the challenge mode like that is really impressive! I guess I still have stuff to learn about this game xD
