What do you think is the hardest Borg to fight in Rare Form?
From experience i'd have to say Sirius. Some dragon Borgs may require more Data Crystals but i've find it easier to fight them in a Rare Colour (especially gold)

Galactic Emporer, G Red, Neo G Red, and G Black.

Antares and Sirius.
I'm not convinced they even have any rare forms anymore, though this eventful Story playthrough miiight change that.

Any character borg and G.E. as well as roach and death eye.

I don't think Galactic Emperor and G Black count. They are impossible to get with out doing a Glitch.
Death Borgs are super hard to get in Rare Forms. I've fought many but obtained only a few.
