my brother has a small laptop and when he turns it on and clicks starts windows normally it go's blue and back to the start windows screen. is there a solution?

Try holding in the power button then try to start it in safe mode if that don't work then I am out of ideas sorry

did not work. just went back to the start windows screen. EDIT the problems From the start up screen - Safe mode > blue flash > back to start up screen.
- Safe mode with networking > blue flash > back to start up screen.
- Safe mode with command prompt > blue flash > back to start up screen.
- Start windows normally > blue flash > back to start up screen.
There is another. Last known good configeration (your most recent settings that worked) oh and there is no cd drive so i cannot buy another os and download it. the last thing i done on it was on you tube. watching music videos

There is another. Last known good configeration (your most recent settings that worked) I'm going to guess you tried that, too, and it didn't work. If that's the case, some of your essential system files are corrupted or missing. I don't know of any way of actually fixing that aside from reinstalling the OS, and I'm almost certain that's because there isn't one... ...but if it doesn't even have a CD drive it sounds like an extremely low-quality laptop in the first place. If you still want to get continued use out of that thing, though, I'm pretty sure Windows 8 will be installable from a USB drive... but it isn't released for retail until October, so you'll have to wait. For a less expensive option, get an external disc drive and use that to install whatever OS. But before doing anything, I'd look elsewhere on the internet to make sure I'm right about there being no solution other than reinstallation.
