I'm almost certain Wind Valkrie is meant to deal with tanks. When the tank is an ally she can push the tank out of the way of enemy fire effectively. When the tank is an enemy that feels like a clever little smarty and hides behind cover (i.e. me) she can push them out of cover and (in my experience) high into the air. Still not too useful in everyday situations, but... yeah.

Wind Valk is a support type, so one shouldn't expect her to really carry her own weight in a solo fight. Pair her with, say, a command/killer girl or an Anubis Wing or a dragon or other super-long-range specialist, and your stick of instant-distance-creation puts enemies in a very inopportune position, whether or not they're pinned.
Frankly, I'm surprised we're hating on Wind Valkrie and not Tornado Valkrie... Not that I think any Borg really deserves to be hated on... But isn't a Tornado Valk just a Wind Valk without the cone attack? Where does that tornado shot become useful that the wind cone can't?

The tornado shot is more effective at screwing with enemy tanks, I think. Sends them way higher than the Wind Valkrie's thing. It also completely ruins anything with a boost jump that runs out of boost jump and gets hit before landing, but that's highly improbable.
