For the legendary dogs, send in Pokemon that have abilities that prevent running away or switching. Pokemon like Dugtrio and Trapinch have the ability called Arena Trap that prevents pokemon from escaping in battle, and I'm guessing it will keep the dogs from fleeing too. Wobbuffet and Wynaut both have Shadow Tag that pretty much does the same thing. The only problem is that they can run if these pokemon happen to die.
Another way is a move like Mean Look which a variety of pokemon have. Just be sure you can out speed them before they run away. There are fast pokemon like Gengar or Crobat which can get the job done. The legendary dogs wont be able to escape unless your whole team dies.
As for the Elite Four, I've never had any trouble with them in any version. Just keep killing pokemon on that route before the Elite Four and raise their levels. The Elite Four usually has pretty exploitable weaknesses so it shouldn't be that hard. Bring Revives if necessary.

For Raikou and Entei, having recently caught Thundurus in White with a Galvantula, I have to recommend that you get a REALLY FAST Ariados and teach it Spider Web. Or you could try Quick Balls.
As for your Elite Four troubles, I'm afraid I'm not even past the first Gym and haven't played Gold in a very long time, so I can't help you there.

At least, that's how it is in FR/LG. Not sure if it's the same in HG/SS

Another way is a move like Mean Look which a variety of pokemon have. Just be sure you can out speed them before they run away. There are fast pokemon like Gengar or Crobat which can get the job done. The legendary dogs wont be able to escape unless your whole team dies. However, if they use Roar, they're gone for good. At least, that's how it is in FR/LG. Not sure if it's the same in HG/SS So, to prevent that, you'd want something with the Suction Cups ability and a move that can keep Entei/Raikou from running. With HM05, Whirlpool, an Octillery meets the criteria. Problem is, if they are already low on health then you can't use Whirlpool, and it only lasts a maximum of 5 turns anyway. But if a pokémon can learn Roar, Imprison, and an attack that can stop it from running, you could use the attack to stop it from running and, unless Entei/Raikou uses Roar in the first turn, use Imprison to make sure it doesn't use it later. Vulpix can learn Roar, Imprison, and Fire Spin, but that has the same problem as Octillery with Fire Spin doing damage. The only advantage there is that Fire Spin does less damage to Entei than Whirlpool. So, basically the only guaranteed solution is to get a copy of Emerald, play through the whole thing without using the Master Ball, give the Master Ball to one of your pokémon, clone it, import both of them to a copy of Diamond, Pearl, or Platinum, then trade them into the game, take the Master Balls, find Entei and Raikou, and throw your Master Balls. And that probably won't even work unless you beat the elite four. As for the elite four and your Dragonair, again drawing from my experience in White, I'd recommend you spend all of your money, go into the elite four with an Exp. Share on Dragonair, fight as far as you can, spend any money you earned, and repeat until you win. Or make sure you don't use your Dragonair against anything it can't beat. Sounds like dumb advice, yes. But, again going back to my experience in White, I had a Pawniard at level 47 or so when I went in to the Elite Four the first time. It couldn't really beat much of anything. But I made sure I used it on things it had an advantage against that it could survive fighting, and it was at level 51 when I beat the game. And it still couldn't beat much of anything. So if you do the same thing I did with your Dragonair, even though it keeps getting one-shotted, you could probably get a good bit of experience after a while. But don't worry about what effect that would have on Dragonair's abilities in the long run; the only reason Pawniard still couldn't beat anything is because Pawniard is weak. After it evolved it had more attack than a high level Zangoose. So doing that won't make your Dragonair pathetically weak. (How would it?) That's all the advice I can really give now.
