They had good openings. 80s cartoons had better openings though.
As for actual content, I didn't really watch incredible amounts of cartoons in the 90s, on account of being five when they ended. I'm a big fan of some more modern cartoons though, like Avatar: The Last Airbender, Teen Titans and Invader Zim.
Keep meaning to look up Courage the Cowardly Dog too, but that's only because the opening theme was done by They Might Be Giants.

I mostly watched Disney in the 90's, both feature films and series of all kinds. Before it all fell apart with the crap that's made these days. I also followed this French produced cartoon called Sophie & Virginie. That one was great, and always left me in suspense for the next episode. The story was really enthralling. More juvenile cartoons were Button Nose. Yeah, I admit, I even watched that despite having passed the target audience since long. What can I say, I'm a kid at heart. Age is just a number, and I hate numbers. Of course I watched countless cartoons in-between, but those are the big-named ones.

What can I say, I'm a kid at heart. Of course, most (if not all) people on GFF are that way, so you aren't alone. I watched Rupert, Rugrats, Animaniacs, Dexter's Lab, DBZ... so many good shows! Then we cancelled cable and all I had was what was on Saturday morning Pokemon! ;D

I never watched a lot of cartoons as a kid but I remember Courage the Cowardly Dog scared the **** out of me. Favorite cartoon would probably be Dexter's Lab.

^ only one episode of courage scared me to the point i hid behind my couch when i was youger it was that one with the curse of the slate

90s cartoons, I think, tend to be better than cartoons today. I don't know why, I just prefer the 90s cartoons. (And the 90s in general, for the most part. Back when platformers were as common as shooters are now, way too many good rock bands formed that are still doing their thing, everyone in the media seems to have been able to get away with a lot more, and, from what I've heard, people were ingenious enough to PUT MINI-FRIDGES IN THE SIDES OF CHAIRS!) Back on-topic: Rocko's Modern Life Angry Beavers Doug Ren and Stimpy ;D (Look! I unnecessarily used 4 consecutive smileys!) Cartoons were just better back then...

Although I did enjoy some 90s cartoons. I really grew up on cartoons from the early 2000s such as Courage, EdEddnEddy, and stuff like that. Although anime on the other hand, I mostly grew up with the 90s anime which I think is still great. The 90s anime I grew up on (correct me if their not from the 90s) were Sailor Moon (although I forgot practically all of it), Gundam 0093, Gundam Wing, Dragon Ball Z, and the first season of Pokemon, among some others.
