I actually still have doubts about that, to be honest.
It's very common in the Japanese language (at least in anime and videogames) to call someone brother/sister even though they're not blood relatives.
I think Kotaro just refer to Kou in this manner.

He used to be my favorite partner because he had strong gun borgs (Gatling Gunner, Beam Gunner). Back then (before I had Cyber Ninja, Garuda, or any overpowered borg), Gun borgs were the best. Cheap, and can kill while staying away from the enemy.

...I love Kotaro!! Best commander out there. Billy is great, and I really think gunner borgs are good, especially if their your parnter's. It's kinda annoying how he gets great borgs, (beam gunner, gatling gunner) when he's NOT on your side, and you're facing him, and then he has the powered gunman and Billy when he's on your team. But still, Kotaro rocks!

Kotaro is so cool! Even though I don't use him often (He's only one or two borgs half the time!), his gunmenship with the gun borgs is excellent. If he does it right, he'd might give ANY borg a run for his money: even an army of ten Sirius's

This inspired me to remake them to fit my collection, as I like to remake different smilies into my main smiley collection design.  I might even tackle on that combination of yours that you mentioned. |
