There are worse borgs than Arrow Ninja and a 30 HP change isn't enough for me to drop him below Shijima. 3/10

I think Arrow Ninja is a little underrated. It's pretty weak, but as typical for Ninja Borgs, it's nimble. Of course, what stands out most is... Ninpo Kagenui Arrow. Restricting movement in this game is a big deal. The arrow itself has a nice hitbox, ammo, and reload.
Well, it's just the dash/landing attack is really good. He just flips up into the air very fast while attacking, so he can lay melee pressure without too much risk. The best part is, it combos into his signature arrow. Dash attack into arrow tethers the enemy in the air, so they can't land. Essentially, he can turn anything into a punching bag. After that, it's really easy to keep them hanging indefinitely. His air attack is also a nice very quick hit, and it transitions very seamlessly into the ground for comboing.
He can deal with a lot of Borgs by disabling and whittling them away at his own pace. Mostly, he's just ineffective against tanky stuff like dragons and transformers. But in a team (as the game should be, I think), it more or less death flags an opponent for your ally.

An okay low cost borg. Instead of having two Sasukes, you can have one Sasuke that shoots arrows instead of bombs. The arrows are nice if you can land them, but with that cost he's nothing too special. 6/10
