3000+ GFE problems

So, call me silly but I never realized one could get over 3000 GFE in story mode.
Whenever I'd hit 3k GFE all of the random generic Defeat the Death Borg missions would vanish so I would be forced to fight the Galactic Emperor.
I always finished all of the missions way before then, so I didn't realize that if you saved a unique mission you could play it, get 3010 GFE, and the generic missions would come back.
I've been farting around for awhile now and just completing those random missions to try and get a borg to level 10 before I beat the Galactic Emperor and start story mode over.

But… I've done 40+ missions and have yet to see a single rare version of a borg (gold, crystal, etc) spawn in.
Do they… not spawn after this point?
Have I just been really unlucky?
Or is something else up?

40 missions? Most of us don't see a rare colored borg in even 1% of our battles. You're just unlucky.

You guys only see rare bores in 1% of your battles?
I feel so privileged.

Yeah, it only happens about 1 in 500 times but now and then, I'll be playing Gotcha, start a battle, and right in the middle I'll suddenly see something and be like ... That thing is making me SO bored... XD
