Aside from the obligatory "NU-UH ITZ A DRAGIN, DRAGINZ ISNT WARESHIPZ"; Here's what I'm getting at- Massive size? Check.Lots of fire power? Check.Laser attacks that are almost always hit? Check.Stationary movement? Not check- But this is a good thing, because it removes the whole factor of Fortress Borgs being sitting ducks, and actually gives you some room to move around on the off chance your target is behind something your Fortress couldn't shoot around/through. Speaking of which, Cyber's Cyber Beam is quite an effective attack at that, given the fact it can and will travel to any spot on the stage to hit it's target. Plus, coupled with the fact you can easily spam this against the same Borg, this gives you a more consistent means of defeating Borgs, instead of relying on silly little mini lasers that fly off to the side then hit the target, were talking about laser units that go straight to the target THEN fire; This totally doesn't give you any means of preparation because you don't know where these things will stop. So basically, in short, if you want to use 1500 over 1000/1300, it's well worth it.

um yea DEATH SAUCER can move and have fire power. Cyber Dragon is only handy if you have Death Head

Stylistically I'd have to agree, Giant Headless Robo-Dragon is way cooler than the actual Fortresses, but it's definitely not better than them. It's still a massive target, it's still going to be taking a lot of hits, which leaves it to depend on raw firepower and annihilating everything before it gets killed by scratch damage. Which works fine for Sirius, it has enough knockback to stop attacks and ammo that generates fast enough to keep doing it, but Cyber Dragon doesn't have that luxury. That's a serious problem. I get why you'd think it is the best Fortress, though. this gives you a more consistent means of defeating Borgs, instead of relying on silly little mini lasers that fly off to the side then hit the target Relying on those silly little mini-lasers is the best way to lose with Sirius. People who win with Sirius rely on the actual main guns.
