EDIT: how often do people go on the wifi? cuz who just sits around waiting for people? like..."hmmm im bored. i think ill sit around staring at my wifi screen for someone to get on..."

now i know that doesnt apply if you have tonnes of friends who use wifi so you can jump from one to the other...but i got 3 friend codes in my pokemon game now. and people are rarely on the wifi...

well on my diamond it's on the pal pad on the key items section in the bag. i think i got the pal pad from the basement in a pokemon center. don't think it matters which center....
