Beam Gunner is an easy target, whether it's against a CPU or human and since like most normal-sized targets no more a few shots (at most 3-4 if it's lucky) are needed and just one is enough to start juggling them to death, the facts speaks for themselves.
Sirius has so many positive factors (strength, defense, accuracy, high HP) going for it that when combined makes him worthy of its deserved top status.

No, I have. Beam Gunner has enough speed tp dodge Sirius's attacks.

perhaps the B shot is easy to dodge, but in my experience, the beam that sirius and antares have (i forget what it's called) is a dangerous weapon that's difficult to dodge because of its sweeping action. and because the beam shoots at a low angle, you can't move forward, left, or right, leaving up, down, and backward. plus the explosions make it even more difficult to dodge.

with beam gunner's mobility, i don't think he'd be able to do much else other than run around and pew pew while taking damage because he has a rather slow boost jump
