Yeah I've talked about this slightly.
Basically, Seymour Conner Brown lives in a world which is a giant city thats mostly a brown and futuristic place. They have practical but not eye catching or 'WOW!' Technology, such as huge gigantic waterwheels which sit on the edge of the city, providing water and nearly all of the citie's electricity, which is in the middle of a seemingly endless ocean with strong tides and waste on all sides. The city is called New Mercrei. Each citizen lives in a thin house like a tower, and directly above them is a black star in the night sky. There is an ancient promise, the origins of which have been forgotten, that anyone who can grab hold of a small black star will become a white star and remain in the sky as an imortal testament to their glory. By working towards a dream or doing work, citizens obtain money which is used to slowly make their houses build upwards towards the star for them to grab, bit by bit... and through this method some have already become stars. Gangs try to steal money to become stars, others find that the task is impossible, giving up. Some dont try, and so forth. Seymour works as a detective in Mercrei to try and stop crimes, and prevent undeserving people from becoming stars. Of course, he's always trying to achieve his dream too...

Virtually yeah, but it's not hovering or anything its more like a giant island. The waterwheels are the main water/power supply for the city. I wanted to open with a bang before getting into the nitty gritty of the story, characters and settings. The city, especially the waterwheels, came to me in a dream so it will be described in detail most likely.

Seymour had the dream. I'll definitely change it to make speech easier in future chapters if thats the case.
