well, despite Neo having more HP and bullets, I reckon black would win.
first off, black as more attacking options. sure, he only gets a charge B laser explosion eye thing, but...

I want to say G Black, because I like G Black.
But I think G Red wins.
Black's Buster Laser won't really help too much, I don't think, since the G Buster is probably harder to dodge.
Black also has less HP and less defense, apparently.
So G Red.
...We are talking about Neo G Red, right?

altogether that plays like G Red on steroids

yep, I was going to say something along those lines.
despite having lower HP and bullets, his attacks have a much faster... load time? the frames for attack animations are faster on G black.
G black will also beat Neo g red.

quite an obvious matchup.

although he has less combos, G-Black is more of a guy who uses hard-hitting, single hits anyways. the buster laser is pretty dangerous, considering G-Red's boost jump, so he can't do much after it runs out, and also G-Black's crash attack doesn't have as much lag beforehand as G-Red does.
