Assuming I randomly decide to switch off of the basic Windows 95 look and/or the basic Ubuntu background, all I'll need to make it myself is a link to where you got that what-I-presume-to-be-a-Death-Note-font.

There's a rainmeter icon in the system tray, so I'm pretty positive it's a Rainmeter skin. I think it's Windows only though.
