As I understand it, one's zodiac sign is determined by the position of the constellations at birth. Meaning, it will only affect people born after the change.
But I don't really follow astrology so I may be wrong.

It actually won't even affect Western Astrology at all.

There are two different varieties, and Western Astrologers use the one that's not changed.
