Not cost, but how good people think each borg is.
For me, Megaton Robot surprised me for the sheer amount of damage his head does. In Hyper Mode, the amount of borgs he one-hits is unreal. Also, Isis Witch if its multiplayer (as in 2 players vs. 2 players).
