I find myself liking Kitsune more as of recently. I like to think he's one of the more developed characters.
Consider with me:
When you first meet, he appears to think a good deal of himself, most likely because he is hiding behind a particularly large robot. However, after his defeat, he quickly goes running to Nekobe.
He doesn't simply pal around with Nekobe, though. He depends on him. He clearly relies on Nekobe's strength, merely acting as his lackey, and is prone to panicking when Nekobe isn't around.
He is obviously lacking for confidence (which could perhaps be attributed to his small size), and at first his character is pretty much defined by this one trait.
After joining Gotcha Force, though, he begins to function without Nekobe a bit more. Sure, he still falls into his bully/sidekick habits once in a while, but toward the end of the story, something really interesting happens-
He appears alongside Tetsuya, and states "We're strong and worth battling." This could be taken to mean a number of different things.
For one, it's possible that Kitsune truly has realized his own strength as a commander, and gained the confidence to fight for himself.
Why Tetsuya, though? Perhaps it's because Tetsuya seems to be the most able "teacher" of the group (having trained Kotaro already), and that perhaps he has been sparring with Kitsune, though as the story never really implies that this has been happening that may be reading too much into it.
Another possible explanation is that Tetsuya is, in terms of personality, largely the polar opposite of Nekobe. While Nekobe is lazy and cowardly but throws his weight around to intimidate others, Tetsuya is among the most confident commanders as well as one of the most friendly and willing to share his skills. He is the "face" to Nekobe's "heel," and the fact that their fighting styles are virtually the same helps hammer this point in.
Hence, after Nekobe's repeated failures to prove himself, Kitsune has opted to buddy-up with the Anti-Nekobe. Whether he is truly realizing his potential or merely hiding behind another strong figure, it seems clear that he has at least outgrown his role as a bully's sidekick.
So, he's either beginning to believe in himself, or at least making a step in the right direction.
